Purpose 1(a) & 1(b) workbooks

Dear team, Many apologies for the delay in getting these documents to you. The issue lies in the fact that the processes described are rather complex and are not an easy fit in the Workbook format, as it does not allow for an actual true representation of the data flows and processes. Hopefully this can be refined as soon as possible, (the small team???) but in the meantime the data elements for the minimum data set for these purposes are however more clear in these. Alan, Thanks for your work on this, and for yesterday’s discussion on the Data Elements call. The format of this document differs from the format of the workbooks in the Initial Report as well as the direction that the Data Elements Team agreed on for revisions to the workbooks. It’s not clear why this particular workbook would depart in format from the other workbooks by including your proposed designations of the roles and responsibilities. We raised a comment on recommendations 13 and 14 flagging the need for flexibility in the policy recommendation language to allow for further discussions in implementation. We’d like to make a similar suggestion that this workbook take a similar approach to other workbooks with respect to the “responsible parties” to allow for this flexibility. Thank you Dan. As I noted on the call, we appear to have used the old version of the Workbook! In truth our hope was focused more on identifying the data elements to demonstrate the necessity for the Purpose 1 split itself and perhaps we got caught up in old format a bit too much! The workbooks are now, (assuming the split is accepted at plenary) to be fed into the work of the small team to review and rework them into the final agreed version of the Workbook so as to have clarity as to the data processed as the minimum data set for each purpose. I'm sure that any such issues that you noted are indeed going to be resolved rather quickly by the Small Team as not for inclusion in the document, and we shall merely defer the question of roles and responsibilities to the plenary, our resultant recommendations and subsequent work of the negotiations.
