As noted in the call, and in keeping with the charter, NCSG will refrain from addressing any access issues until the gating questions have been answered by consensus. We urge other stakeholder groups and ACs to do the same. Milton, please note that per the discussion during yesterday’s meeting, the question specific to the Annex was removed from Part 4 of the survey. Instead, a comment box was added that allows those that want to provide further input, including on the annex to do so, but per the charter, any deliberations on the topics outlined in the annex will only commence after the gating questions have been answered. As such, any input provided in relation the annex will be parked until the moment that the gating questions have been addressed. I hope that addresses your concern. Dear All I understand the position taken by NCSG in regard with the sequence of actions to be taken relating to unified access model. However, any Constituency / SO /AC is free to decide on it’s own position according to its internal discussion on any matter No SO/AC should URGE other SO/AC in any issue including this matter Nonetheless, they may be requested or invited by any other SO/AC to consider the position taken by NCSG but NOT be URGED to do any thing There is a need to maintain the principle of Mutual Respect as no one could urge others to do any thing or impose its views /position to others . Hello Everyone: I must admit it is difficult, absent face-to-face communication and the intuition that can be drawn from that, to determine when additional communication on an issue is needed. Here is my position on the scope of the triage phase of our project and whether or not each group should comment on the “Access” issue. The Charter states that the: "The first deliverable of the EPDP Team shall be a triage document of the Temporary Specification, which includes items that have the Full Consensus support of the EPDP Team that these should be adopted as is (with no further discussion or modifications needed). These items need to be: In the body of the Temporary Specification (not in the Annex)…” See, https://gnso.icann.org/sites/default/files/file/field-file-attach/temp-spec-... <https://gnso.icann.org/sites/default/files/file/field-file-attach/temp-spec-gtld-rd-epdp-19jul18-en.pdf>, pg 10, top. “Not in the Annex,” makes it clear that we will not discuss the Annex during the triage. From this it logically flows that we would not provide content concerning the Annex. To do so would imply / impose an obligation on others to read and consider it during a time when we are moving with all due alacrity to complete the triage. While there is an opportunity to write about the annex in the last comment section of the last bit of our triage discussion (a “blank” comment section if you will), comments entered there will not be discussed until an appropriate time. Those following the direction of the Charter and omitting discussion regarding “access” will not be prejudiced in any way as sufficient time will be made available to contribute to the discussion. All, I have some questions on the timing of the surveys. Two days between the survey 1 due date and the survey 2 due date is very tight. Realistically that isn’t enough time to coordinate a fulsome single response among the ePDP members and the constituency groups we represent. If for example during meeting #2 on 7 Aug we only get half way through the discussion on part 1 of the survey results, will there be flexibility to allow more time for the survey 2 responses? Also, Part 4 has a larger gap with two meetings between it and Part 3 and is due on a Sunday. Is this intentional? Hi Marc: Well, I missed this email - but better late than never. I agree with your point on the timing of the feedback and mentioned the concern during the call on Wednesday. Let’s have the call on Monday and see the quality of responses, monitor the time needed for discussion, and check on people’s experiences in developing the feedback. We will come to the meeting with a suggested plan B and, depending on the outcome of the three points above, adopt plan B or some other modification. Thanks for bringing this up. Kurt

I want to support and second what Marc says here about timing. Now that we know how long it took us to respond to Survey 1, it’s very clear that we will not be able to respond properly to Survey 2 by the scheduled time. If for example during meeting #2 on 7 Aug we only get half way through the discussion on part 1 of the survey results, will there be flexibility to allow more time for the survey 2 responses?
Also, Part 4 has a larger gap with two meetings between it and Part 3 and is due on a Sunday. Is this intentional?

I had suggested at the last meeting, that we review in a meeting only the work of the preceding week's meeting (i.e. Tuesday to Tuesday, Thursday to Thursday.
