Alternative recommendation #19 posted for review

Dear All, First I would like to thank Amr and all those who worked on the drafting of this recommendation. However, the recommendation as currently drafted does not solve the issue of adding improvements to the implementation of certain recommendations namely Service Level Agreements (SLAs), automation, third party purposes, financial sustainability and operational / system enhancements. The recommendation says " Identification of issues, which the Committee may address shall be determined using the following two methods: 1. Any policy or implementation topic concerning SSAD operations may be raised by a member of the GNSO Standing Committee, and shall be placed on the Committee's working agenda if seconded by at least one other Committee member" An example of how this recommendation could be used: if a member of the standing committee puts forward a request to discuss adding an automated use case to the implementation - automation is one of the topics spelled out in the document - the committee might consider this a policy issue and record it, so that it can be considered through a future PDP. There is nothing in the current recommendation that makes a distinction between what is considered implementation and what is considered policy. Spelling out the topics without making this distinction leaves us just where we are. Nevertheless, the recommendation is a good start but needs a little bit of clarification in relation to what is policy and what is implementation. A possible solution to the issue below is going back to the recommendations concerning SLAs, automation, etc. and identifying the issues in relation to each of the recommendations that are considered implementation and could be addressed through recommendation 19.
