Hi Laureen,

Apology on the delayed response. Yes, we should be able to share with the Small Team the names of the participating registrars. As for the estimated overall market share of registrars onboarded in the RDRS, let us look into it and get back to you.

As for your question about Privacy and Proxy domains, the RDRS does not currently take into an account the way to disclose the underlying registrant’s data if the domain is behind Privacy or Proxy service. There had been several conversations held on this topic during the Small Team’s meeting, and the overall reaction from the team is to not conflate the RDRS with the Privacy/Proxy data.

The RDRS however displays the disclaimer to the requestor prior to filling out the form that the requestor should first check lookup.icann.org to see if the data is publicly available already. It also warns the requestor that some domains may be utilizing the privacy or proxy service, in which case, the RDRS may or may not be the right tool to request the nonpublic registration data and in some cases, they may wish to contact the registrar directly. The published FAQ lays out this information in detail as well to set the requestors’ expectation on what RDRS does and does not.

I hope this answers your question.

Thank you,

Yuko

Subject: [Ext] Follow up questions and Privacy/Proxy issues RE: [GNSO-EPDPP2-SmallTeam] Practical questions about RDRS launch

Many thanks for this useful information.  A few follow up questions:

  1. Will Org publish a list of participating registrars prior to the launch of the RDRS?
  2. Will Org publish an estimated overall market share of registrars onboarded in the RDRS?

This info would be useful as we engage in outreach to highlight that the RDRS will include participation by registrars who together represent a significant percentage of the name space.

Privacy/Proxy Issues:

Another issue that remains of concern is whether the data returned in response to requests will identify the underlying actual registrant or identify a privacy/proxy service provider and whether there will be a way for the RDRS system to detect this so that data may be gathered?

Org’s Operational Design Assessment of the Phase 2 Recommendations flagged these issues:  “SSAD Requestors may feel confused or frustrated with the system if they don’t receive the registrant data they seek due to proxy or privacy service use. Planning for this and mitigating the effects will be key during process design and drafting of request forms and user instructions.”  A useful discussion of these issues is found at the ODA, pp. 19-20:

Subject: Re: [GNSO-EPDPP2-SmallTeam] Practical questions about RDRS launch

Dear Laureen,

Thank you for your questions. Here are our responses:

  1. Currently we are still on track for go-live in late November 2023. The exact date will be shared when it gets a bit closer to the launch date. As for the landing page (the landing page is where requestors would enter the system to submit their requests)for the RDRS, we will share at the time of the launch so to avoid confusion with the informational webpage of www.icann.org/rdrs-en. The RDRS landing page will be posted on www.icann.org/rdrs-en at the time of the launch as well as in our launch announcement. For now, I would advise that people use www.icann.org/rdrs-en for tracking and promotional purpose, as this is where we publish the User Guide, the FAQs, instructional videos, and other pertinent information related to the RDRS.

  1. Communications are essential to reaching potential users (requestors and registrars) of the Registration Data Request Service (RDRS). Our efforts focus on “awareness-raising”, which are complemented by engagement activities from ICANN staff. Key audiences include but are not limited to the ICANN community, consumer protection advocates, cybersecurity investigators, government officials, intellectual property professionals, and law enforcement officials.

Our communications strategy is to create and promote information on RDRS through multiple, integrated channels on a consistent basis. This content includes announcements, blogs, and press releases (distributed via a wire service) that are posted on icann.org and promoted through ICANN’s social media channels, and newsletters. These materials have also been made available to ICANN org staff, along with a presentation, that can be, and has been used in global engagement efforts like speeches at conferences, ICANN Public Meetings, and “one-on-one” meetings. Some notable activities to date include speaking at various events (APAC DNS Forum, Africa Engagement Forum, LAC Roadshow, MEA Spaces, OCTO’s training sessions, and more). We also have a planned presentation at IGF Kyoto in October and possible engagement with INTA during its leadership meeting in December. We are utilizing all available and applicable functions within ICANN, such as Communication, Office of CTO, Government Engagement, Global Stakeholder Engagement, and Global Domains Accounts and Services teams.

As you know, a dedicated RDRS web page has been created on www.icann.org includes general information and recent news, along with supporting material including a flyer, FAQs for registrars and requestors, user guides, instructional videos, webinar recordings, and more.

ICANN org is also reaching out to media, with an emphasis on outlets that reach consumer advocacy, intellectual property, and law enforcement audiences that can particularly benefit from RDRS, to inform this of this new service.

I hope this is helpful.

Thank you,

Yuko

Hi folks,

I wanted to pass along some practical questions that I’m receiving about the RDRS launch:

  1. Is there a web address for system access and when is it expected go live in November?
  2. What efforts is ICANN taking to publicize the system beyond the resources listed at https://www.icann.org/rdrs-en?
