The call from 24 April had an action item for the ICANN org’s RDRS project team to see if it is possible to capture 2 reporting criteria that was suggested by Sarah. Here is our response:

 

Number of Requests by Requestor (may be pseudonymized/anonymized if needed)

ICANN org recommends approaching this data point slightly differently so not to have (possibly) thousands of users and their number of requests. Instead, consider methods of the top x% of users generate xx% of requests and show several breakdowns by set percentages (every 5%) or just significant breakdowns.

 

Denial Rate by Reason Type

ICANN org can confirm that this data can be reported out. That said, we would like to introduce a new element to the Registrar side. Rr-1 (tab 2: Registrar) of the Data Dictionary has the question: “Select whether the data disclosure subject to the request was” with the picklist of:

 

We’d like to add one additional picklist here to show:

 

The new picklist option of “Data publicly available” could be utilized of any given scenarios – whether there was no redaction of registration data to begin with, or if the requested data element is publicly available due to Privacy or Proxy services. This way, the collected data is not skewed by Registrars selecting either “Approved” or “Denied” when the requested data was publicly available (thus not needing to do its balancing test to make a determination).

 

ICANN org believes this will collect better, more accurate data for denial rate by reason type. To confirm again, we can report out the denial rate by reason type if registrars selected “Denied” and “Partially Approved” outcome.
