I do not believe #4 Is correct. The Options are not LIMITED to amending or creating a new system. It also includes issuing a report confirming that no changes are warranted. 

As I have said previously I am not in favor of either amending the current UDRP or creating a new system. I have remained open to any reasoning supporting either but have seen no evidence supporting the desirability or need for a change. I have found it particularly telling that no NGO or INGO has come forward to date although the WG has certainly been pro active in reaching out.
