Dear Zac, Thank you for posting this letter. I’m not sure if you are aware but I understand Stephen Mathias was appointed to his post of Assistant Secretary General for Legal Affairs by his Excellency Ban Ki-moon in 2010 so it is very likely, if he did not author the letter ** on behalf of his Excellency it would have at least crossed his desk which is quite troubling in light of the exceptionally weak evidence submitted to our working group to substantiate the IGOs’ wishes. It is also interesting to note from your letter that the co-chairs did not enjoy any support for their position from other members of their own constituencies rather other members of the IPC, Business Constituency (BC) and the Registry Stakeholder Group (RySG) all supported the working group’s consensus positions. (Phillip’s SOI here shows BC whereas his SOI in the RPM group shows RySG.) It therefore very disappointing to see the co-chairs repeatedly failed to recognise this overwhelming cross-constituency consensus, had they done so earlier in the process as it could have saved everyone a great deal of time.
