Notice of Resignation
Dear Members of the IGO CRP WG: I hereby submit my resignation as Co-Chair of the PDP Working Group on Curative Rights Protections for International Intergovernmental Organizations, effective immediately. When I agreed to serve as a Co-Chair of this WG I expected that it would complete its work within eighteen months. It has now been operating for almost four years, and substantial additional effort will be required to agree upon and file a Final Report. Given that in November 2017 I started a new job with extensive responsibilities, and continue to serve as Co-Chair of the PDP WG reviewing Rights Protection Mechanisms in all gTLDs, I can no longer devote the time and effort required to effectively and responsibly serve as a Co-Chair of this WG. I shall remain a member of this WG and participate in the wrapping up of its work. I could not have asked for a more knowledgeable, even-tempered, or collegial colleague with whom to serve as Co-Chair than Petter Rindforth, and I look forward to supporting his efforts, as well as those of Council Liaison Susan Kawaguchi, to bring this WG to a conclusion. I also thank ICANN policy staff for their invaluable support and advice throughout the course of our work. Sincerely, Philip S. Corwin Philip S. Dear Phil, It has indeed been nice to work with you all these years (since you were elected as Co-chair based on Mr Kirikos nomination of August 22, 2014). There have been a number of WG calls and face-to-face meetings, meeting preparation calls, sub-group works in our WG, reports to and calls with GNSO Council, e-mail discussions with WG members and groups of interest, etc during these years, and you have always provided good and balanced inputs, ideas and solutions with the focus to find a solution that are in accordance with our WG Charter. Thanks for all your time spent during these years, and your excellent work, and I am glad to see that you will remain as member of our WG! And, to all of you fellow members of our WG: My goal and hope is that we can decide upon a specific recommendation the nearest weeks, that is more than just “we recommend nothing” or “we pass this over to someone else”. We have worked with this for so long time that we indeed have learned a lot on the topic and should have the possibility to at least come out with a majority and a minority recommendation. Within that, I see no obstacles to state that we recommend that our solution is also taken into consideration in other WG’s, but as far as possible: Let us take this possibility to see if we can reach some workable solution and recommendation within our WG. I have some practical thoughts/ideas that I will communicate with you within the nearest days, that I hope you can take into consideration when working on our final paper. Phil, I am sorry to hear you are resigning, but appreciate your mindfulness of your new position, its responsibilities and time allowances. Thank you for your willingness to co-chair and your efforts within the group. I am glad you are maintaining your membership and participation. This WG has indeed traveled a much longer road than any of us would have imagined. Also thankful to you, Petter, and your efforts as well. I too, look forward to (and anticipate) the WG concluding its time together with a thorough and solid final report. Tremendous respect for each of you. I too was of course, sorry to hear this, but understand and respect Phil’s decision. Chairing is often, if not usually, a thankless and burdensome task and we are all indebted for Phil for having valiantly and generously carried on as long as he was able to. Thank you Phil for your tireless service and perseverance. Of course, Phil is already co-chairing the RPM WG, and that alone will itself be a challenging and time consuming task for some time to come, but he is uniquely equipped to handle it as he always does, with aplomb. Petter, you can count on my cooperation and assistance in your continued role, now as chair. Thank you indeed for carrying on. And I hope that we may yet see our way to a satisfactory resolution to all concerned. Phil, Thank you for your dedicated service in what has got to be one of the most thankless roles in your professional life. I appreciate the many hours that you have devoted, along with Petter, to leading this Working Group and to helping us all navigate through extremely nuanced and complex legal considerations on a matter where there is little room for compromise as the two sides have diametrically opposed views on the key issue of access to the courts. May the time you've freed up now be devoted to listening to good music while sipping a single malt scotch. Petter - I look forward to your thoughts and ideas as to how we may salvage something productive from this working group.
