Dear IRT,

Originally, we were thinking that changes for IGO/IOC/RCRC could come to ICANN staff directly.

But then we thought it should come as GAC Advice for reasons Mary has already mentioned.

We want to make sure that any addition or deletion to the lists require consensus of the GAC.

To leave it as GAC to ICANN CEO or GDD President to open question as to who at GAC and such.

Any thoughts on this?
