Dennis,

Can you please circulate the version you’ve slated for public comment?  I believe there were outstanding concerns about the ‘transfer’ of currently permissible labels not yet on the reserved list that is inappropriate to the situation and technically infeasible.  We should resolve that before it goes to public comment.
