The draft explains the so called designated agent. 

d) “Designated Agent” means an individual or entity that the Prior Registrant explicitly authorizes to approve a Change of Registrant on its behalf.

Section 3.2a  requires confirmation and consent from the prior registrant. 

And does the current definition covers the the pre-approval part as it was mentioned in the comments from Web.com ?
