sorry -- i'm on the road this morning and probably won't be on the beginning of the call for sure. i'll jump in late if i get home in time.

i think the cosmic question is to put the comments in two piles -- ones that bear on implementation of the existing/approved IRTP-C policy, and those that strive to redo the whole policy-making process. i'm willing to work through the former, completely unwilling to redo the whole policy.
