Before I make any changes, I want to make sure I am clear.  I thought the idea is that the Chair and Vice Chair are elected annually but can only serve for 2 consecutive years any the same position.  I did not think that the Chair and Vice Chair could opt for a second term and thereby eliminate the need for an election.  If my understanding is incorrect, I am happy to revise.  Do other people have a point of view on this issue?

The first sentence of the is incongruous with the term stated further in the paragraph, i.e. if the Chair/V Chair accept the option of taking a second year, then there would be no election that December...  This needs some wordsmithing...
 
In December of each year, the SCI should ask for volunteers from its primary members to serve as Chair. 
 
The Chair and Vice Chair shall serve for a 1-year term with the option to continue for a second 1-year term.
