<li style="font-size:10pt;line-height:13pt;margin:0px;padding:0px">Initiate a Policy Development Process (&quot;PDP&quot;) Within Scope (as described in <a href="http://www.icann.org/en/about/governance/bylaws#AnnexA" class="external-link" rel="nofollow" style="color:rgb(50,108,166);outline:none;margin-top:0px;margin-bottom:0px">Annex A</a>): requires an affirmative vote of more than one-third (1/3) of each House or more than two-thirds (2/3) of one House.</li>
