If I might respond to Alan's feedback from the Board.  I don't think that we have treated the IDN EPDP fee recommendations as a precedent.  That is, as something that we are bound to follow (without a good reason not to).  Or even as recommended practice.  Rather, I would say that we looked at it and found it reasonable.  Which is rather different.
