And to add to Jeff and Bret’s comments, another reason the community sentiment to date has seemed to lean towards a single PDP is because of resourcing concerns, from both a WG participant and ICANN staff perspective. We have tried to capture this, and the other considerations, on page 4 of the executive summary. We will run through the changes made to the documents on Tuesday’s call.

Jeff is correct. My sense of the discussions to date is that many people felt that separate working groups ran the risk of marginalizing some groups, some issues. Also, many of the issues are tied together, sometimes in unexpected ways, and a decision in one place can affect an issue in another place.

We are leaving that for the Council to ultimately decide, but our recommendation is for 1 PDP Working Group which the WG could then decide to split into multiple subgroups along the lines that we have recommended.
 
That said, ultimately it is the Council that will decide this issue.

The co-chairs and staff have prepared drafts of the Executive Summary, Matrix, and Draft Charter, which you will find attached, as well as on the Wiki (https://community.icann.org/display/DGNGSR/DRAFT+Deliverables). In addition, the co-chairs had the opportunity to provide an update on the progress of this group to the GNSO Council and answer their questions. We are happy to report that there were no objections raised in regards to the DG’s approach.
 
As noted in a previous email, the call scheduled for Monday, 25 May was cancelled as it is a holiday in a number of countries. However, in an effort to move the work of this group forward, a call will be scheduled for Tuesday, 26 May at 15:00 UTC. Please try and find some time to review the revised drafts, as trying  to finalize them will be the focus of this upcoming meeting.
