I am sending around some changes to the Predictability Document that are needed in order to clarify the fact that the proposed Standing IRT, which I call SPIRT  - Standing Predictability IRT (sounds better than hitting a SNAG) - , is not the role of the final “determiner” of the category of the change.   Ultimately Council retains control of that determination.  I also think the SPIRT has to be mentioned up front in the document.  Categories for types of change will be subject to a lot more argument if the role of the SPIRT is not clarified up front.

As noted on the full WG mailing list, a new mailing list has been created for this small team to make progress on the Predictability Framework and to eventually recommend a version for the full WG to consider.

As I believe Jeff has mentioned during the past call a few times, there are a number of elements of the Predictability Framework/Standing IRT that the WG did not get to during discussions, but would warrant discussion here. Starting on page 5, you will see a section called General Comments and Issues To Be Determined – here, you will find a number of open questions about the Standing IRT (or whatever it may end up being called), such as composition, managing of conflicts of interest, decision-making, etc.

 

It is probably easiest to maintain conversation on this mailing list, at least for the time being?
