Thanks for sharing the article. When I clicked the link in Google Chrome, at top-right, I received the option to automatically translate the page which at least for me, was sufficient to get the understanding of the article.

 

Unless the co-leads deem it to be critical to WT5’s deliberations, from the staff perspective, we are not anticipating formally translating this article.
