Okay, that's a good one. So, as I said in another e-mail about this, maybe age trumps size in a case like this. I don't think there are going to be that many cases like this to deal with.

At least the size of a city is a quantitative measure -- once we decide which measure to take (metropolitan, urban, etc.). There's nothing subjective about it, nor is it based on any moral judgement.
