First off, this is not an article about a geographical use at all, much less a geographical use vs. a non-geographical use, so it is out of our remit.  Secondly, this is clearly a situation where the “applicant” sought to use the string primarily and unequivocally for its association with the meaning and context of the phrase associated with the “relevant public authority”.  So, the analogy here is to a situation where a gTLD application clearly intends to to use the TLD in connection with its geographic meaning.  If anything, it demonstrates why “non-geo uses” should be distinguished from “geo uses.”
