Thanks for your assistance in relation to comments about not naming specific Native American tribes in today’s call. I recall a discussion as to whether it would be appropriate to evaluate
community applications based on the type of entity that was making the application – that is - for profit or not-for-profit, etc. I had mentioned this would not be an appropriate screening tool because (1) there are many underserved populations, including
Native American populations, that may form for-profit corporate entities for certain purposes that can be community-based and (2) Federally-recognized Indian Tribes often have their own sovereign laws as to business entity formation that don’t necessarily
track the common understanding of state-created or IRS-qualified entities.
I am aware that there is at least one Fellow from a U.S. tribe that has attended ICANN meetings in the past. It might be good to get her perspective on Native American communities. (I believe
her name is April Tinhorn.) I could also do some outreach as a member of the National Native American Bar Association to see whether they would like to provide comments during the public comment period.

For Item 3, the relevant documents are attached. As a reminder, please note that a resource page has been set up on the Wiki to track the distribution of Initial Report sections, which you
can find here: https://community.icann.org/x/NwUhB.
For Item 4, you will find a draft of most of the other sections within the Initial Report, including the Preamble and the Executive Summary. You will see a placeholder in Section
2, which states, “Insert sections from the excerpts reviewed by Working Group…” – here, staff will insert the sections we have been reviewing for the last couple of months, inclusive of any changes as needed from discussions on calls and on list.
