Perhaps while GNSO pushed and encourage GAC to participate by selecting 03 UTC discourage those GAC from Europe to attend and perhaps deprive them to express their views

I have a number of colleagues based in Melbourne, Australia, and the times scheduled for most of the PDP calls are challenging, to put it politely.

 

As Emily noted, the idea is to ‘share the pain’.  It’s certainly a disincentive to participation for those that feel they are not being treated fairly. If we can ‘share the pain’ we may just ensure that we maintain regular engagement from folks in the APAC region.

 

Also to Emily’s point, if you miss a call it’s reasonably easy to catch up by listening to the recording or reading the transcript or notes. If there’s anything you disagree with you can always raise your concern on the list.

Please note I am sending this in my personal capacity.

 

While I feel the need to allow for the Doodle Pole to make its point, I think it is important to express the fact that there while there are fewer meetings and participation may be less in comparison to other meeting times, we could do well to give the 3:00 UTC time slot a better chance. Lately ICANN APAC has been holding webinars in order to introduce current policy issues. In fact, this PDP has been a hot topic of interest at the last several APAC sessions. There is a growing vibrant interest in ICANN policy from APAC and more specifically those regions that may have had less activity in PDP in the past. It will take time for that activity to grow but if we allow for more realistic time schedules in the future, I think overtime that participation will grow. 

I know that there are individuals that may be unable to make the 03:00 UTC time slot meetings due to the conflict. I can also echo the fact for those of us in APAC we adjust our schedules greatly to be able to participate in these meetings. This is widely known among many of the participants and in many ways I feel it is redundant to make this point. 

 

I do want to say that the consideration of the rotation is greatly appreciated. Therefore, please allow for this opportunity and many more in the future. Within APAC there are many individuals that can contribute greatly to the PDP and many already do contribute constructively. Yet, I think these numbers are few. More opportunities will allow for substantial growth.

Thank you both for your feedback. The leadership team added the 3:00 UTC time slot to the rotation in order to “share the pain” and support participation by members in the Asia Pacific time zones. I know that the 3:00 UTC time slot has regularly been a source of discussion on working group calls, and I expect it will continue to be a topic of discussion going forward. If the WG decides that a different schedule is better, staff is happy to make adjustments to the calendar.

 

The challenge is that there are very few meeting times that work in all time zones, and we are attempting to avoid conflicts with other initiatives, such as WS2, that regularly meet during these times.

 

The Co-Chairs understand that not every working group member will be able to attend every call, therefore they revisit issues on multiple calls to ensure all voices are heard. Recordings and transcripts are available, and discussion on the mailing list is encouraged.

 

I will flag your concerns with the leadership team and look forward to continued discussion on the topic.

For people living in Europe 03 UTC is a very uncomfortable window preventing people to remain awake till that time or get up at 02UTC  to be prepare for o3 UTC.

it is  UNUSSAL to select such a highly uncomfortable time to favourable time for people from NORTH AMERICA.

The New gTLD Subsequent Procedures PDP WG currently rotates between three meeting time slots: Monday at 3:00 UTC, Monday at 15:00 UTC, and Monday at 20:00 UTC. 

As Avri mentioned on our WG call today, some members have suggested replacing the Monday at 3:00 UTC slot (which falls on Sunday for some time zones) with a Tuesday at 3:00 UTC slot to improve attendance.
