For agenda item 2, please find a link to an analysis that the Co-Chairs/staff worked on to help identify where there is substantial change between the Initial Report/Supplemental Initial Report and where things are now in the draft Final Report: https://docs.google.com/document/d/17oV-BTJGtm2Q6w15qxqtsvRZg6PuW9WHGPOG1KgsjZc/edit?usp=sharing. As Jeff noted on the 04 August call, the goal of the analysis is to present a factual account of what has changed, without introducing judgment or bias into the descriptions. This analysis is closely related to the structuring of the public comment approach. Also related to the draft Final Report, please find the attached draft Preamble.
