Apologies for the late response.  Couple of comments:

 

Recommendation xx (Rationale 2):  Suggested change was provided to help clarify existing language with a couple of different options.  Keeping all existing language and suggestions is redundant.

 

Recommendation xx (Rationale 3):  Last call Applicant Support was mentioned but not discussed in the context of auctions.  If we want AS to be successful then we should address how these applicants are being provided the support they need to be successful and go beyond just auction credits.   I realize there is likely nothing we can do on this now but if there is an opportunity to review the various parts to ensure they deliver a comprehensive program, I think it would be beneficial.
