Although I understand your point, I would rather not make this change to the report now, but ask that you submit this as one of your public comments.  I can see arguments on both sides of this and I am leery of making any changes at this late point without having a discussion of the group and understanding the impacts.

In reviewing the Predictability Framework, I realized we overlooked a problem in prior drafts.  The Recommendation says that the GNSO Council “may” review the work of the SPIRT and the Implementation Guidance is the section which notes that GNSO Council procedures take precedence.  The statement below belongs in the Recommendation section and not the Implementation Guidance section. It is governed by the ByLaws and we will create confusion if it is characterized as “Implementation Guidance.”  So please use this sentence in the Recommendation portion of the Predictability Framework.

2.2.2  b.

 “In fact, the GNSO processes and procedures are incorporated into the Predictability Framework explicitly. In the event of a conflict, existing GNSO processes and procedures, including the GNSO Input Process, GNSO Guidance Process, and EPDP as contained in the Annexes to the GNSO Operating Procedures take precedence.”
