I think your list of options is good, but would propose
another (or
rather, #3a): Add time to the meeting for an
_abbreviated_ council
meeting. In stead of the weekend, do a single day or
half-day.
I suppose this replaces/augments Option #2.

Personally, I lean toward support for option 3, as the
other options
would result in a loss of effectiveness of the council.
Anyway, with this, I hope a fruitful discussion kicks
off.
