To facilitate the Small Team’s review and make sure we are working off the same document, I have converted Flip’s word document into Google Doc, which automatically imported all the comments and suggested
edits from Flip. I also responded to some of his comments on the Google Doc:

To summarize Flip’s substantive comments (not including editorial ones):
- Replace “dispute” with “disagreement” throughout the document;
- Add the point that “If one party insists on legal representation, other parties may seek assistance in the proceeding to ensure a level playing field”
(page 11);
- Note in improvement documents for WG leadership, liaison, and the GNSO Council about their responsibilities in handling 3.7 complaint process;
