Staff has consulted our colleagues in the Compliance Department on the question whether there has been any issue raised concerning the scope and meaning of the term “law enforcement authority” (LEA) in the 2013 RAA. They have informed us that very few complaints have been received on Section 3.18.2 of the RAA, and that to the extent there has been any confusion, most of it is the general public thinking they qualify under Section 3.18.2 (e.g. expecting 24 hour action by the registrar), or LEA in one jurisdiction claiming a longer reach than they may possess (e.g. police in Country A making a request of a registrar based in Country B). From their experience, the term has not really led to any controversies, and any confusion has been resolved sufficiently through the processing of the complaint itself.
