I don’t know whether the service is owned or controlled by a registrar but perhaps someone else on this list does.   

“Privacy Protection is a WHOIS privacy service for domain name owners that we provide through our partners.” http://privacyprotect.org/about-privacyprotection/ So perhaps some of those partners are accredited registrars.  

I have been trying to remember the URL for one, and there it was in a slide at this morning’s law enforcement sessions. It was an example, not a suggestion that the company is a possible target.
