As noted on the Tuesday call, staff (in consultation with the WG Chairs) has prepared the attached document for your review and further discussion, in the hope that the WG will be in a position to finalize preliminary conclusions on Charter Question E-1 by next week. Please share your comments on this mailing list prior to the call this coming Tuesday so that we may continue discussions going into that meeting.
