Also note that there is no single unified whois policy. All this states is that there must be "public access to accurate and complete WHOIS information, including registrant, technical, billing, and administrative contact information".

Nowhere does it state that the registrant may not avail himself of agents to fulfill this requirement for him. And nowhere does it state that this agent must reveal his customers data.
