Hi Kathy and everyone,

For the benefit of our newer participants, I thought I should clarify that the template isn’t intended to be a full record of all the discussions, or the single repository for the record. Rather, it serves to note (in summary form) the main points of agreement or disagreement in the WG discussions on each question (including this Threshold Question, which is labeled as such in both the template as well as the Grouping of Charter Questions document). The full record of WG discussions can be found in the MP3 recordings of each call and accompanying full transcript, as supplemented by the Adobe Chat transcripts, all of which are also noted on each Meetings page on the WG wiki.

All of these references and information will duly be noted in the WG’s final report, with the templates serving as initial information for subsequent WG deliberations on the actual conclusions to be stated in the report.

I hope this helps to clarify things.

Hi Mary and All,
Tx for the materials for tomorrow's meeting. I think it would be helpful if the Template could share a little more information about the "Threshold Question" so that people outside the WG could understand what we are discussing, and why. That this threshold question was adopted by the WG during its plans and preparation for its work, and than it serves as a preliminary question to the other questions of Category C, Question 1 to help us to disuss whether we need and want to move on to the more detailed discussion questions.

Also, could the bullet points of the threshold question please reflect what everyone said at the microphone? Speakers commented that today p/p are available to all -- commercial, noncommercial and individual - and should continue to be available to all.  It was said in many ways and by an array of speakers.

Dear all,

Attached please find an updated template for Cat C Q 1. The only addition to the initial draft is a short paragraph that attempts to summarize the scope of the WG’s discussion on the Threshold Question to date – you will find this at the bottom of page 2 and into the top of page 3 of the attached document.

The proposed agenda for our next meeting this Tuesday is:

  1. Roll Call/SOI Upcould date
  2. Continue discussion of threshold question to Category C
  3. Commence deliberations on Category C Question 1
  4. Next steps/next meeting
As usual, we will update the WG wiki accordingly.
