Dear WG members,

At the close of the discussions this morning, here is a summary of (1) the “takeaways” from the Transfer Issues discussion; and (2) the initial draft summary/recommendation on the remaining questions regarding Relay:

Transfer Issues:

- Generally, the WG is not opposed to a mechanism that would allow for the slowing down of domain name transfers

- The WG’s final recommendations on Reveal may impact the outcome of this issue; it was therefore agreed that the WG may need to come back to this topic and finalize its recommendations only after the Reveal discussions are complete

 

Relay:

 

- Draft language: "A P/P service provider should be obliged to forward a hard copy (or other alternative form of) notice upon becoming aware that the original form of electronic communication was undeliverable only when there has been a certain minimum number of "hard bounces" within a certain specified time frame; the provider should have the ability to select the most appropriate means of forwarding (including to account for issues of cost) [and to charge a reasonable fee].

We will reconvene at 1400 hrs, LA time, for the Reveal discussion and other topics on our agenda.
