Hi, All, I hope you are well! Our next Privacy and Proxy Service Provider Accreditation Program IRT call is scheduled for 29 November 2016, 14:00 UTC. I apologize, I misspoke in our last meeting about what time this meeting is in the U.S. (I said 10 Eastern, but that was before the time change. It is now 9 Eastern). Amy and colleagues, Does staff have a view on how the timetable and work plan of this IRT would change if the pending motion before the GNSO Council (attached) were adopted and those aspects of the Inter-Registrar Transfer Policy Part C as they impact registrar-operated p/p services were "placed for evaluation and recommendation" by this IRT, in addition to its other responsibilities? Hi Steve, Thanks for flagging this and passing along these documents. This topic is on the agenda for tomorrow (albeit more generally, under discussion topic 2-subgroups). We can re-arrange and discuss this first if the IRT would prefer that. In short (this is my personal view, not an official staff position), this would be an additional item to add to the work plan. The Final Recommendations on privacy/proxy called for a "compatibility check" with the Transfer Policy, but this appears to be broader than that. We could potentially mitigate the impact by using a subgroup to work on this topic in parallel to the IRT's other work (meeting on weeks where there is not an IRT meeting) with the hope that volunteers with experience and interest in this topic (and in the Transfer Policy PDP/IRT) will sign up to work with staff to develop a solution that can be brought back to the broader IRT. Subteam on this sounds totally reasonable to me, though my hope and expectation is that it's not a lot of work. I say that having spent the past few weeks fretting about this thing, but the PPSAI policy is pretty clear on what a privacy service is, and what the IRTP-C policy is trying to capture is also reasonably straightforward. I also think it's on registrars participating to do the heavy lifting here, perhaps that looks like a proposed solution or a strawman as soon as this topic gets started. Thanks for flagging this and passing along these documents. This topic is on the agenda for tomorrow (albeit more generally, under discussion topic 2—subgroups). We can re-arrange and discuss this first if the IRT would prefer that.
In short (this is my personal view, not an official staff position), this would be an additional item to add to the work plan. The Final Recommendations on privacy/proxy called for a “compatibility check” with the Transfer Policy, but this appears to be broader than that. We could potentially mitigate the impact by using a subgroup to work on this topic in parallel to the IRT’s other work (meeting on weeks where there is not an IRT meeting) with the hope that volunteers with experience and interest in this topic (and in the Transfer Policy PDP/IRT) will sign up to work with staff to develop a solution that can be brought back to the broader IRT.

Does staff have a view on how the timetable and work plan of this IRT would change if the pending motion before the GNSO Council (attached) were adopted and those aspects of the Inter-Registrar Transfer Policy Part C as they impact registrar-operated p/p services were “placed for evaluation and recommendation” by this IRT, in addition to its other responsibilities?
Could this issue be added to tomorrow’s agenda please?

Call for additional expertise (we are looking for anyone with experience working with a privacy/proxy service provider that is not affiliated with an ICANN-accredited registrar, so that we can be sure that impacts on this business model are fully considered and understood as we are implementing this program)

Discussion topic 2: Planning for IRT subgroups
