Please feel free to bring ideas, edits, changes, and particularly
comments you reviewed that stuck with you and merit special notation
in the Subteam 4 report. While other subteams note patterns, we can
note outliers - the important contribution that merits special
consideration.

Hi All,
I've been working on this material since early this
morning and have to move on to other projects, so let me
send out what I have.
Overall, I drafted our Summary as a compilation of the
comments we received -- moving category by category though
our templates and providing quotes and summaries in bullet
points under each Category. (Note: template now expanded
to include comments that apply to Category A, law
enforcement, and a few more I picked up in a detailed
review along the way. Both docs attached.)
I think our job in the summary should be quite limited.
When the WG takes up a new feature such as RAA/contracts
or "penalties," we might recommend that WG/Staff return to
the small set of "Subteam 4 comments" (that we flagged for
them) which address these particular issues. Our range of
comments is so diverse that we cannot summarize everything
in detail, and many of these commenters devoted time,
effort and etail to their suggestions - meriting more
specific review when the matter comes up before the WG.
