Attached please find the draft that I have just sent on to the WG co-chairs. I have spent a good amount of time reviewing Vicky's edits and creating a clean copy of the report for the WG. For the most part, I've accepted Vicky's edits, but where our differing edits indicated a division of the subteam on what to advise the full WG, I noted it and included both views. 

Here are the two versions of our report for your review:
1) The redline of our recommendations with edits by Paul, Kathy and Vicky -- for subteam review -- titled Subteam 4 Report draft vfs 10-2-15 kk 10-4 (00837770xB3D1E).doc

2) The "final" version sent to the WG reflects a clean text (edits adopted, format made consistent, spell-checked, etc) -- titled Subteam 4 Report - 10-4-2015 for first WG Review (00837771xB3D1E).doc

Attached please find Subteam 4's draft report. It involves our summary 
of over 100 comments which provided input and concerns different from 
those reviewed by the other subteams.

This report contains the areas we agreed on recommendations, and some 
which we did not. This "cleaned up draft" of our Report has been 
reviewed by Paul McGrady, co-convenor, so on his behalf, I reserve his 
right to do so.
