ACTION ITEM: Small Team members to review the updated text in preparation for our next meeting on Thursday, 26 June at 13:00 UTC. In particular, Support Staff added three new footnotes to: * Explain that references to validation and verification of data refer to the current definitions and associated requirements within the RDDS Accuracy Program Specification<https://itp.cdn.icann.org/en/files/accredited-registrars/registrar-accredita...> of the 2024 Registration Accreditation Agreement (RAA) * Reference the specific language from the INFERMAL study regarding the finding of 70% malicious registrations re: validation of registrant information during the account creation or before the domain name purchase * Provide a previous example the Small Team discussed regarding user-friendly educational materials. Support Staff also provided language noting that while the Small Team does not necessarily endorse the methodology or conclusions of the INFERMAL Study, it does believe the finding regarding the timeline for validation/verification of contact details warrants investigation. Discussion of Draft Recommendations<https://docs.google.com/document/d/1nWHMfl3i_NvbJ8NCNdTjQz6yxK9ylN1r1t0kO1su...> (40 min) * Investigate timeline for validation/verification * Suggest removing “further” as there is no current investigation * Consider including “referral of this issue to the DNS abuse small team” for the sake of coordination between the two teams * Suggest including a footnote regarding the meaning of validation and verification under the RAA so that readers know that the intended meaning of this recommendation is limited to the defined concepts in the RAA * Suggest getting rid of the examples, particularly the reference to bilateral contract negotiations * Others believe including examples could be helpful to the Council, so long as it is noted that the Small Team is not endorsing any particular method and the examples are non-limiting * Concerned that we are only referencing the Infermal Study, as the Small team hasn’t endorsed this * Does the study say verification or validation? Important to include a footnote to the exact language to avoid confusion * Educational materials * NCSG thinks this recommendation is important, and need to socialize this language with them * May need clarity about what educational materials mean, as we don’t intend for this to be a unit on ICANN Learn that registrants would never see * RDDS inaccuracy notation * May need to consider the technical implementation of this * Small team may need to look further into #2 – who is to correct the data? * RySG does not understand the underlying goal of this recommendation – concerned it may cause additional confusion. Additionally, there is no current EPP code for this purpose (suspended for incorrect data). This recommendation may no longer be necessary due to the passage of time from when it was originally drafted. * A notification like this could potentially be useful to registrants * Small team to consider this recommendation 1.
