I'm surprised that the download form would be used for participating registrars, since the request could be submitted directly through RDRS, so it's good to know that this does actually seem to be happening.

I’m confirming that both 6.1 (non-participating registrars) and 6.2 (participating registrars) only tracks the number of times the “export PDF” function was used and is not used to track how the form is used after download.
