  • In the first paragraph I remove the word “new” because we shouldn’t assume we will trash all of what exists and start from scratch. 
  • I replaced the list of constituencies in the 3rd paragraph with “as summarized above” to ensure it covers all listed in the first sentence of the second paragraph.   (similar to the phrase “aforementioned stakeholders” Mark used towards the end of the second paragraph.

  • The Next Generation Registration Directory Service (RDS) PDP Working Group has been tasked with defining the policies associated with a new and an improved RDS that will meet the needs of the existing and ever-evolving global Internet. The core problem that will need to be solved in defining this policy is resolving the tension among the varied and competing views of ICANN constituencies on key issues while anticipating rules regarding privacy and law enforcement which will vary widely from region to region.

  • Brand holders, the domain name industry, governments, and intellectual property owners all have a vested interest in an RDS system which contains accurate and complete registration data., and which is  performant, resilient, and auditable. These stakeholders have similar yet distinct requirements regarding the particular data which should be collected and the conditions under which it can be viewed.  Additionally, there are some entities which desire anonymity for free speech and personal safety reasons, and their requirements regarding data collection and data access may be at odds with the aforementioned stakeholders. Members of the global population of end-users. whether they are individuals, organizations, companies, or other groups, may fall into either camp depending on circumstances.

  • In order to support each constituency within the RDS fairly and pragmatically, with their conflicting priotities as summarized above related to freedom of expression, privacy, and intellectual property rights, requires us to review the purposes of the domain names system and the purpose of the RDS which supports it. This understanding will enable the working group to ensure the policies which enable an effective RDS also define a a secure and safe environment for commerce and communication.
