I summarized the UDRP and URS in April.  Here is another way to summarize a current requirement.  Lisa et al, can you please add this possible requirement to the document?
 
Charter Question –    Users/Puurposes: Why are gTLD registration data collected and displayed? 
REQUIREMENT: Under current ICANN policy, contact data published in WHOIS is required to identify registrants for legal purposes.  The UDRP and URS policies rely on contact data that is published publicly in WHOIS, where potential complainants can see it, and so UDRP and URS dispute resolution service providers can use the data to administrate required communications.
