Michele is correct.

ccTLDs in the EU usually do not publish personal data in the WHOIS, but they have to handle the complaints. And that simply costs money.

So regardless where we are going with RDS regarding thick or thin, at some point, some party has to handle the complaints, and that costs money, could be the Registry, could be the Registrar, could be a third party privacy provider.

Whois privacy should be the default. Not a chargeable extra.

 

If best practice privacy was generalised, I doubt that there would be such  interest in proxy services.
