Please note the specific updates as follows:

• In light of discussion of URS Rec 2, a few additional paragraphs have been included under “Sub Group B Deliberation Summary”. They are highlighted in green. Please see pages 4-5.
• The updated content for URS Recommendation 5-6 & Questions 3-4 is included on pages 13-19
• Per suggestions from Sub Group Co-Chairs, some minor formatting changes have been implemented: 1) “Public Comment Deliberation Summary” is now above “Public Comment Referred to WG” to allow readers to see the context of the flagged public comments before reading the details; 2) to make each recommendation/question more obvious, the boxes that contain the text have been colored in yellow and page breaks have been inserted to separate them into individual sections.
