I write in response to your Call for Volunteers for two SCCI Positions.  You instructed that interested parties should submit our nominations on the SCCI list in response to this message no later than close of business tomorrow, Friday, 21 February, which I am now doing.

Thank you for your comprehensive guidance.  I have read the referenced documentation completely since receiving your email, and would like to volunteer to serve as SCCI Chair. 

ICANN PARTICIPATION  

Since June 2024 I have been serving as the RySG Representative to the PPSAI IRT, during which time Dennis Ching of ICANN has shepherded the IRT.  This IRT seeks to resurrect various unfinished business of the Privacy and Proxy Services IRT that has lain fallow for some time, leaving much of the unfinished business superseded by legislative initiatives, notably the EU's General Data Protection Regulation (GDPR).  

I have also been a contributing participant in a number of conversations seeking resolutions.  One under discussion ultimately failed to identify a meaningful nexus, therefore eluding resolution, and was disbanded after a matter of months. 

I am currently an active participant on a RySG small team seeking to envision and model SG responses to cyber incident reporting in response to - and anticipation of - government demands in this regard.   The current demands required by the above is about 5 hours every other week.  

The first ICANN meeting I attended was ICANN 45 in Toronto, followed by ICANN 48 in Buenos Aires, ICANN 49 in Singapore (my first time speaking at the ICANN open mike), ICANN 50 in London, and ICANN 51 in Los Angeles.  I later participated in ICANN 54 in Dublin, ICANN 61 in San Juan, and ICANN 66 in Montréal (after which, ICANN meetings went virtual). 

I resumed in-person attendance in 2022 at ICANN 74 in The Hague,  ICANN 75 in Kuala Lumpur,  ICANN 76 in Cancun, ICANN 77 in Washington, ICANN 78 in Hamburg, ICANN 79 in San Juan 79, and ICANN 81 in Istanbul (which included participation in the RySG Bi-Weekly meeting and a PPSAI bi-weekly meeting).  For 2025 I have travel plans in place for ICANN 82 in Seattle and ICANN 83 in Prague.  

Additionally, I participated in the CPH Summit in Los Angeles in 2022 and in Paris in 2024, (at each of which I took the opportunity to walk up to the mike and speak.)  

SEEKING MUTUAL ADVANTAGE 

As I read the recommended materials, I thought back to when I was the Director of the New York Office of the Hong Kong Trade Development Council, with a staff of 15 mostly locally-engaged staff.  The situation I inherited - and enjoyed - included a holiday calendar with 18 paid holidays, many of which were date-specific. often fell on weekdays, and not generally celebrated in the USA.  As much as staff liked them, they also resulted in office closures that surprised callers and walk-in visitors, which was suboptimal.  

Nobody wants to give up vacation days, but the staff jumped at my proposal: the holiday calendar was reduced to 12 days for all employees, but current employees also got six extra "floating holidays" to take as they chose.  Management was pleased that the office could remain open on Mid-Autumn Festival, QingMing Festival, Good Friday, Easter Monday, Her Majesty the Queen's Birthday, etc. plus, going forward, all new hires got 12 paid holidays per year.

Leadership Structure

The SCCI leadership team shall consist of a total of 2 members:

             SCCI Chair (1)

             SCCI Vice-Chair6 (1)

 

The leadership team of the SCCI is a volunteer position, selected by the SCCI and confirmed by the Council. The SCCI Chair serves as a neutral facilitator who calls meetings, presides over SCCI deliberations, and manages the process so that all participants have the opportunity to contribute. The Chair also represents the SCCI to the public. The Chair is also a contributing member to the SCCI deliberations and participates in consensus calls. The Vice-Chair will assist the Chair, and should at any point a Vice-Chair needs to step into the role of Chair, the same expectations with regards to fulfilling the role of Chair as outlined in this charter will apply. As members of the leadership team may be serving in two roles, they are expected to make clear when they are providing input as a member as opposed to speaking in a leadership capacity.

 

Leadership Criteria

The SCCI leadership is expected to carry out the roles and responsibilities and meet the qualifications as detailed in the Expectations for Working Group Leaders & Skills Checklist. As noted in the document, the leadership team must lead with neutrality and impartiality, while seeking to build consensus. The leadership team should also be familiar with the GNSO Chair Handbook and the Consensus Playbook.
