Notes and Action Items from SCCI Kick-off on Sunday, 09 March 2025 at 00:30 (Saturday local time at 16:30)

[Decision]

• The abbreviation for the Standing Committee for Continuous Improvement – SCCI – to be pronounced as “S-Y” as how “psy” is pronounced in “psychology.”

[Action Items]

1. Staff to send a meeting invitation for weekly calls; Wednesdays at 12:00 UTC starting from 26 March [COMPLETE]
2. SCCI Team to review the current CIP Framework for GNSO (Criteria) and consult potential Criteria and Indicators with respective groups.
3. Leadership to provide the GNSO Council with a comprehensive overview of SCCI and its upcoming work, while presenting the project plan, during the April Council Meeting.

1. Welcome and Brief Introduction

2. Meeting Frequency and Schedule

• Leadership suggests a weekly meeting of 60 minutes, starting with Wednesdays at 12:00 UTC

3. Overview of SCCI

• Leadership (Manju) gave an overview of SCCI; the development from CCOICI and the key highlights of the revised Charter

4. Proposed Project Plan

• Staff (Julie) gave an overview of the proposed project plan (including timeline) to be submitted to GNSO Council for approval in its April meeting.
• The plan (including the upcoming portfolio of work and proposed timeline) is only proposed for 2025 (calendar year), including CIP, P&I PSR Review, and PDP 3.0 Review; It may have to change as the work of SCCI will directly drive what the implementation will look like and this will only become certain after the SCCI performs the work.
• The timeline for upcoming work such as ATRT4, ATRT3, Board Readiness, Pilot Holistic Review, Organizational Review, Draft 5-yr Strategic Plan is yet to be determined.
• Discussion Items - There were some questions from members regarding upcoming work:

1. What does the review entail for P&I PSR?

 PSR has its own recommendations, and the review is not limited to the outcome from the P&I Review Team but broader, which includes those from PSR itself.

2. What is the progress for Board Readiness?

 A lot of work has been done so far but the next steps are for the Council to decide, which will follow in a few months’ time.

3. Are there any expectations for the upcoming work, such as ATRT4, ATRT3, Board Readiness, Pilot Holistic Review, Organizational Review, Draft 5-yr Strategic Plan, on when they should be delivered by?

 Currently there is insufficient information for Staff to determine the timeline for the work mentioned; they are pending further guidance from ICANN org.  

4. While ATRT4 awaits Board’s guidance, how should the upcoming work and its urgency be communicated with/guided by the GNSO Council, if at all?

 Currently there is no urgency or a precise date for the upcoming work other than what is proposed. Also, unlike a PDP that has a sequential process, the SCCI project plan will need to touch points with Council constantly and maybe by ICANN83, there will need to be a discussion with the Council on how things should move forward.

 To respond to the outcome of the GNSO SPS, the Leadership could consider providing the Council an update of SCCI when sharing the project plan, including a comprehensive overview of SCCI, during the April Council Meeting.

5. Next Steps
