Slide 5:
SCCI proposed three (3) recommendations through its Final
Implementation Report, which was
adopted
by the GNSO Council in February 2026.

Slides 6-8:
Work Plan for 2026 – CIP will stretch over three (3) Phases but SCCI will aim to conclude Phase 1 by the end of 2026.

Question raised on timeline and April 2026 to “Complete Indicators” which seems tight considering it will be end of March when SCCI meets again. It was noted that a draft has been ongoing (somewhat stable) in the
background between LT/Staff. Also, April refers to the END of April to complete the “DRAFT Indicators.” SG/C discussion will take place only after the draft Framework is complete and this work is expected to take longer (May-June per the timeline).

CIP is a 3-year Pilot and after it concludes, and if considered effective, ICANN Board may memorialize it as a substitute for org reviews per
Board resolution (Resolved
2025.05.19.03).

Reminder that SCCI has already completed the Criteria portion of the Framework.

Drawing on guidance and relevant considerations, SCCI needs to identify the appropriate approach for defining the Indicators for GNSO (example of the approach shared through
slide 14)

Question was raised whether the GNSO should be replaced by SG/C. Noted that this is a GNSO-level exercise (SOAC level) which is also guided in p.7 of the CIP Framework Doc. as follows:
“At the same time, the CIP-CCG concluded that the CIP Framework should apply at the organizational level (SO, AC, NomCom) to begin with.”

As questions and concerns were raised regarding the need for examining/restructuring at the SG/C level, ICANN org Staff noted that SOAC level can roll down to SG/Cs (e.g., evidence of a mechanism can be at the
SG/C level). The SCCI agreed to first review the full set of Indicators and then determine whether this work should be addressed at the SG/C level.

Regarding questions and concerns on numerical Indicators and how to identify gaps, it was noted that through data collection per the Assessment Plan, gaps may be identified, helping to pinpoint or highlight priority
areas. This can inform the planning of improvement activities. In essence, improvement activities will be prioritized in those areas where gaps exist.

Question on the cadence of meetings. Noted that it will likely be weekly; LT/Staff to confirm based on timeline and once draft Indictors are stable.

Request from SCCI for the draft set of Indicators to be circulated two (2) weeks in advance of the meeting. Noted that this may not be feasible due to travel (today is already 2 weeks prior to), but
LT/Staff will aim to circulate it by the next meeting. If the SCCI cannot review beforehand, the next meeting will include a joint step-by-step review and exercise of the draft Indicators.
