SCCI agreed with the current approach and overall methodology used for the Indicators under Principle 1. 2. NO meetings on 1 and 8 April 2026; SCCI meetings will resume on Wednesday, 15 April 2026, if deemed necessary. [ACTION ITEMS] 1. Leadership Team and GNSO Support Staff to update language from today’s discussion, finalize the draft Indicators, and circulate the full set with the SCCI by Wednesday, 1 April. 2. Meetings on 1 April and 8 April to be cancelled. [COMPLETE] 3. SCCI to review the full set of Indicators and provide comments during the weeks off. Recap of ICANN85: Key Outcomes and Action Items * Key Outcome from SCCI Working Session during ICANN85: SCCI will determine the approach for the Indicators during the detailed review and discussion of the draft Indicators for Principle 1 today (25 March). * Action Item from SCCI Working Session during ICANN85: Draft Indicators for Principle 1 will be proposed today and based on the agreement, Indicators for Principles (maybe all) will be finalized by LT/Staff for SCCI’s consideration. 1. Review of Proposed Indicators for Principle 1 * SCCI reviewed the proposed Indicators for Principle 1 and assessed whether the approach and direction were sound through slides 7-11<https://icann-community.atlassian.net/wiki/x/AoCzNw>. * Anne’s points have been appropriately incorporated within the revised Indicators for Principle 1: 1) Rather than proposing 1 datapoint (body or mechanism), the revised Indicators 1 & 2 now allow for a richer response and/or different datapoints; 2) Survey constituents refer to the constituents of the respective SOAC (GNSO: SG/Cs), not constituents of other SOACs, since this is an exercise of the SOACs reviewing themselves based on their purpose and needs. * Peter raised questions on 1) whether the focus is on GNSO as a Council or GNSO as a whole; and 2) whether a language revision is necessary from “The GNSO has at least one mechanism in place…” to “The GNSO has a mechanism in place…” since the aim is to let the data point speak for itself and allow for the different kind of mechanisms that are in place. Noted that 1) the focus is on GNSO as a whole; and 2) LT/Staff tried to pull on existing bodies/mechanisms while Indicator 3 assesses whether they are working effectively/properly – Indicators 1 & 2 (Statement-based yes or no Indicators) vs. Indicator 3 (metrics driven quantitative/percentage Indicators). In GNSO, there are structures in place (e.g., datapoint for Indicator 1 could be GNSO Council, 2 could GNSO Operating Procedure) and Indicator 3 can help ensure that the constituents agree and believe that the GNSO is fulfilling its purpose. LT/Staff believe that based on Anne’s suggestion, the current revision of the Indicators 1& 2 allow for the question to be more open-ended and list out all the mechanisms/data that are in place. * Jen raised a question on timing of the surveys – i.e., when and how will the surveys be taken place? Will the constituents have datapoints for I1 and I2 before conducting the survey? Noted that SCCI can determine the timing when designing the survey; this will be taken into consideration once all the Indicators are in place. * Chris and some members expressed concerns on “51%” and that this result could still be problematic. Thomas also mentioned that maybe a % is unnecessary – i.e., “Surveyed Constituents agree…” Noted that CIP Framework sample Indicators presented XX% to allow for flexibility and each SOAC to determine the %. Since one of the next steps is to identify the data and collect the data where the % may be unsatisfactory, this would indicate whether it is a problem area that needs attention and priority for GNSO to make improvements, rather than to indicate whether it is a success or failure. It would be a data point that helps guide the group in determining where it wants to focus its attention on and make improvements in. Asteway still requested that I3 (the 51% Indicator language) be revised so that this does not indicate a voting process but an Indicator. * Jen suggested that “the multistakeholder model” should be “ICANN’s multistakeholder model” and LT noted that this could be incorporated. * SCCI agreed with the current approach and overall methodology used for the Indicators under Principle 1. *Outcome: SCCI agreed with the current approach and overall methodology used for the Indicators under Principle 1. *Action Item: LT/Staff to consider how to update the Indicator 3 so that it is clearer and not indicate a vote. 1. Next Steps * Now that the approach used for Indicators under Principle 1 has been agreed as sound, all Indicators will be developed for the 5 Principles and the text will be circulated with SCCI by 1 April for SCCI to review and provide input – This is for SCCI members’ review only and should NOT be shared with respective SG/Cs. * Proposal to have NO meetings on 1 and 8 April and resume 15 April if deemed necessary. If unnecessary, next steps will be shared via mailing list either for SCCI members to bring it back to each SG/C or have a call on 15 April. *Outcome: 1) The full set of Indicators will be circulated with the SCCI by Wednesday, 1 April 2026; 2) NO meetings on 1 and 8 April 2026; 3) SCCI meetings will resume on Wednesday, 15 April 2026, if deemed necessary. 1.
