There will be NO meetings on 4 June (travel period) and 9 June (during ICANN Policy Forum as SCCI deliberations on P&I PSR review will most probably be complete by then). 2. Agreement to revise the current comparison chart/diagram among processes (PDP, EPDP, GGP, GIP) presented in slide 12: 1) To visualize a clear distinction between PDP/EPDP (policymaking) and GGP/GIP (non-policymaking); 2) To reword/revise steps within GIP – Public Comment to be non-mandatory, “Reports” to “GNSO Input”, and ““Implementation” to “Outcome”, “Input”, or “Correspondence/Response to the Board/Public Comment)” 3. A consideration to add GGP (its own/independent section) to the GNSO Liaison document<https://gnso.icann.org/sites/default/files/file/field-file-attach/gnso-liais...>. [ACTION ITEMS] 1. GNSO Support Staff to recheck the guidelines within Bylaws/GNSO Operating Procedures to inform SCCI on what is feasible for GGP and how the process could move forward (i.e., Bylaws amendments, GNSO Operating Procedures amendments, relevant Public Comments needs). Agreement Thus Far * Outlined key agreements on GGP from Meeting #6 in slides 9-10. * Question on communication whether GNSO Guidelines should add GGP (its own/independent section) to the GNSO Liaison document<https://gnso.icann.org/sites/default/files/file/field-file-attach/gnso-liais...>. Noted this suggestion which could be considered for later. · Presented a comparison table/diagram through slides 11-12. · Suggestions were raised to tweak the current diagram (Slide 12) for further clarification: To distinguish PDP/EPDP to GGP/GIP (policymaking vs. non-policy making); Maybe a bold line between the first two and the bottom two processes will help. Suggestions on GIP to reword certain steps – “Implementation” should be reworded to “input” or “Correspondence/Response to the Board/Public Comment)” and “Reports” to “GNSO Input”, and Public Comment maybe to a dotted line. Either way, this current slide/version is only to be presented to SCCI Members for now; may be updated when presenting to the GNSO Council and included within the SCCI Implementation Report. ii. Analysis 3 · Question was raised on the additional information issue when initiating request for GGP. Noted that for GGP, a charter could be additionally in place (as a standalone doc.) after the Initiation Request, where the Initiation Request could be a simple form and the charter a more comprehensive guidance. An additional question(s) to this was 1) the necessity for Public Comment in this process; and 2) Bylaws amendments. Noted that with the GNSO guidance manual (Operating Procedures) being managed by GNSO Council, this update may not need to go through the Bylaws amendments (stipulated in Annex A-2<https://www.icann.org/en/governance/bylaws#annexA2>); however, amendments to the GNSO Operating Procedures require a Public Comment process. There was a request from SCCI Members asking Support Staff to walk the SCCI members through Bylaws and the GNSO Guidance Manuals. · AI: GNSO Support Staff to recheck the guidelines within Bylaws/GNSO Operating Procedures to inform SCCI on what is feasible for GGP and how the process could move forward (i.e., Bylaws amendments, GNSO Operating Procedures amendments, relevant Public Comments needs). In Annex A-2 to the ByLaws, the requirements list is modified as "at a minimum" so it looks as though Council can add a Charter step in the process in our GNSO Operating Procedures but would not make the Charter a requirement for Initiation since that is codified in the ByLaws. The request to initiate a GGP must be accompanied by a GGP scoping document, which is expected to include at a minimum the following information: 1. Name of Council Member / SG / C 2. Origin of issue (e.g., board request) 3. Scope of the effort (detailed description of the issue or question that the GGP is expected to address) 4. Proposed GGP mechanism (e.g. WG, DT, individual volunteers) 5. Method of operation, if different from GNSO Working Group Guidelines 6. Decision-making methodology for GGP mechanism, if different from GNSO Working Group Guidelines 7.
