Dear SPIRT Members, On behalf of the Applicant Support Program (ASP) team, please find attached a notification for a proposed solution regarding the ASP Financial Need Eligibility Criteria. As requested in the paper, please provide guidance within 7 calendar days, including whether the SPIRT believes additional time is needed to come to an agreement on the proposed solution. I reviewed the call recording of the 07 May 2026 SPIRT Meeting and in respect of action item 4 referred to in Saewon's subsequent email on the Notes and Action Items for said call, I am lending my support to Alan Greenberg's intervention during said call, on the proposed solution regarding the ASP Financial Need Eligibility Criteria. I too think that the proposed buffer is a sensible solution. Given that a significant proportion of the submitted applications for ASP that are still undergoing evaluation are reported as by entities outside of the US, exchange rate fluctuations ought to be taken into consideration when assessing eligibility based on the earlier-set fixed USD$5 million threshold.
