Hi Marc,
Thank you for confirming that you and staff will work on how Implementation Guidance in the SSAD Recommendations which contain the word, MUST, will be treated as a general rule in our work.  I know we don't want to get too far into the details on all the Implementation Guidance so I think we have to discuss a universal replacement for the word "MUST" in Implementation Guidance.

A couple of points made in the chat in today's meeting raise questions for me as to process for the Day 0 meeting and the rest of our meetings in Seville.  So I raise these for your consideration as to what is in scope.

1.  There was a chat suggestion for redefining Urgent Requests, but I note the following from a staff report on the work of the IRT:

"However, the IRT did reach agreement on the circumstances to be defined as “Urgent”:

Urgent Requests for Lawful Disclosure are limited to circumstances that pose an imminent threat to life, of serious bodily injury, to critical infrastructure, or of child exploitation in cases where disclosure of the data is necessary in combatting or addressing this threat. Critical infrastructure refers to the physical and cyber systems that are vital in that their incapacity or destruction would have a debilitating impact on economic security or public safety."


2. I also heard a comment during the meeting that the Team's approach to Authentication should be re-examined and possibly be the subject of a new PDP.  I am not at all certain that this is consistent with the Assignment Form but defer to you and staff for further analysis.  As I understand our Council process under the Bylaws, our task is to develop Supplemental Policy Recommendations  based on the prior SSAD policy work. ( I do understand that questions were raised at the Council level with regard to the Board's expectations regarding matters not specifically covered in the SSAD Recommendations.)

My own concern is that the work of this Team ultimately be recognized as an example of improved Organizational Effectiveness in the ICANN realm.  Your efforts to regulate scope and anticipate Board readiness issues are very much appreciated.
