Potential Draft Letter on second EOI for CRG
Dear all, As you may recall from the SSC meeting on 14 January, at the end of the meeting there was a discussion on whether the SSC should send the GNSO SG/C Leaders comments on whether there should be a second call for EOIs for the Community Representatives Group. I promised that I would send a draft letter to the list for further consideration today. Please find attached a draft letter for your consideration. Everyone is welcome and encouraged to make changes or amendments to the draft letter and share their views with the list on whether: 1. Hi Sophie and SSC team members, Well written letter, however, I have few concerns and suggestions: 1. Paragraph 3 shows: <Quote:> *Legitimacy of the CRG* *We also believe that a second EOI should not interfere with the work and timelines of the CRG. However, the IRP is a critical accountability mechanism for ICANN. As a body that will be appointing the IRP Standing Panel, that is future IRP panellists, it is crucial that the CRG is both a legitimate body and viewed as a legitimate body. Particularly given that members of the IRP Standing Panel will serve for 5-year terms. The following points set out potential threats to the legitimacy of the CRG: *<End of Quote/> *My comment:* using the word legitimacy or legitimate body, raises concern for me. Legitimate in my understanding means something that abides within the law or operates within the acceptable rules. I do not know if it is within our mandate as SSC to determine the legitimacy of a body or not. Since this is a suggestion, I think we should rather make it Effectiveness of the CRG but not the legitimacy or not. Our suggestions I think should rather be Effectiveness of the CRG but not Legitimacy. 2. Paragraph 3, item number 1 shows: <Quote:> *1. In my office in Ghana, we went on break on 23rd December and resumed on 4th January. Hence, I don't think the US should be singled out. However, with this sentence "only six individuals submitted an expression of interest (EOI)", it will make someone who is not in the SSC to get confused. This is because if the EOI for the GNSO was 6 then why are we calling for a renewed EOI. In my view, it will be more clearer to clearly indicate that the SSC knows that only 6 EOI were received from all the ICANN constituencies. This I believe will make it clear that the 6 EOI referred to is not for the GNSO's rep but the whole of the ICANN body. Aside from these comments I personally think the other points are well made. Thanks Sophie. I think there is one thing that we need upfront – why we are actually sending the letter, i.e. that we could have 2 GNSO volunteers but only 1 came forward, so we’re sending this suggesting that we try to get a second one, because of the importance of the CRG. I’m not sure that is clear enough on a flick read (and we all know it will be flick read given everyone’s heavy agendas ;-)). I think there is one thing that we need upfront – why we are actually sending the letter, i.e. that we could have 2 GNSO volunteers but only 1 came forward, so we’re sending this suggesting that we try to get a second one, because of the importance of the CRG. I’m not sure that is clear enough on a flick read (and we all know it will be flick read given everyone’s heavy agendas ;-)).
